What lure is this and who makes it. It has a skull and crossbones stamped in to the blank at the top front

That stamp is for a Pirate Spoon. Probably 20 years old.

Pirate spoons He only made them for about five years in the late 80's. I used to work his booth at the fishing shows.

Lake Ontario spoon wasn’t it?  Kind of like NK great spoon but didn’t get far beyond its home lake…
