Southeast Michigan has spent billions of dollars in the past 35 years trying to keep the water that pours from the city's sewage treatment plant clean. Some environmentalists now worry that progress could be in jeopardy as workers at the Detroit Water and Sewerage Department's wastewater treatment plant strike and the department embarks on a reorganization plan.
