EDITORIAL: Forget the "strategy," close the canal

The Obama administration said it will spend about $50 million this year to shield the Great Lakes from Asian carp. But there's a simpler way: Block the waterways that the carp are using to get to the lakes. And that means closing the Chicago canal system and restoring the natural basins of the Great Lakes and the Mississippi River watersheds.
