They take the money that was taxed for dredging and put it in the general fund. That way its easier to give away.

Actually Josh, they would have to spend the money for harbors. Right now they are robbing the harbor fund to balance the budget. Those of us in Michigan are used to this as our state legislature robbed the outdoor fund for decades to balance the budget. It's time for these politicians to be responsible, balance the budget, and make sure this money is used for what it is intended. In the short term there will be sacrifices and not everyone will be happy. But the government needs to realize that there isn't a money tree and throwing money away isn't an option. I know that some of the communities that will be losing their funding for dredging are already setting up local entities that would raise money for dredging and maintaining the harbors. In the long run that might be better as each community has a vested interest in the well being of their port. This will have little to no effect on the fishing and boating community for now, but I will support these local groups as long term a healthy shipping industry benefits the ports on the lake. At least this is my opinion.
